Altho a decent respect for the opinions of our international friends and allies prescribes a healthy reluctance to oppose them in matters of great import concerning all of us, events have so come together as to make necessary the assertion by the President of a policy regarding Bosnia based upon the best judgment of the present administration which may be in opposition to the evident intentions of other governments. I reject the current policy of hand-wringing and general inaction regarding Bosnia. I hope that Bosnia´s neighbor, Croatia, will cooperate in establishing peaceful relations with Bosnia. But it is not reasonable to expect the Serbians in and around Bosnia, nor the Serbian government, such as it is, in Belgrade, Serbia to cooperate unless coerced.

It is incorrect to consider the Bosnians as not Slavic. The Bosnians are as Slavic as any other nation in the area. There is no disagreement on this point. The present conflict is not in any way a continuation of wars between the Turkish Empire and Serbia. What we have is an attempt by small-minded fools and thugs in Belgrade to exploit the ignorance of racists so as to form a fascist state including Bosnia, and furthermore, with an eye to controlling Kosovo as a province of subserviant people. The United States will not swallow any of the pretensions of the Nazi type thug pseudo-government in Belgrade. The Serbs deserve and will soon achieve a better government. The Serbians in and around Bosnia can themselves have a peaceful resolution to their present conflict, by accepting peaceful mediation by nations such as The United States.

But the fog of vagueness and hesitation allowed to develop during the past few years, is now cleared: The United States will defend the stability and security of the nation and people of Bosnia.

I sincerely hope that other nations will join in this effort, or at least not interfere.

The President has the agreement and support of the leadership of both Parties in both houses of Congress, for this statement.

In the event that anyone foolishly takes seriously the answers made during the election campaign to questions regarding the possible use of ground forces, I enunciate the Clinton principle, that a question during a Presidential campaign is to be treated only with the respect it deserves --- The President cannot allow any question or its answer to result in the weakening of The President´s ability to fulfill the Presidential oath of office, including defending the National Interest of The United States.

Furthermore, the open nature of our democracy, while prescribing availability of information to the public, does not require a foolish candor in matters reasonably held secret.

With the defeat of Nazi Germany in the offing, we will soon focus on the defeat of Imperial Japan. i offer these remarks for your consideration, and emphasize that I contemplate making these suggestions orders from myself, as Commander in Chief.

I am aware there is a plan to invade the islands Okinawa and Iwo Jima. But I suggest that this in fact not be done.

I suggest that we give the impression that we are preparing and intending those invasions but that that be merely to mislead the enemy.

It seems to me that the enemy has dispersed his forces on those two islands, and we should let him continue to do so, while we concentrate on preparing our invasion on his mainland territory; in the meantime, such invasion also may itself prove to be unnecessary, due to our control of the skies and the sea, such that we can starve him and prevent his movement.

I need to clarify my policy in regard to military action against North Vietnam:

It is of course impossible to confront the American People with this analysis, so these remarks must never be revealed, and certainly not until long after such military action has ceased. Indeed, it may be that were it to become known to our adversaries in Moscow, the ruse may fail.

The purpose of war against North Vietnam is solely to protect Thailand, Malaysia and Singapore, by bleeding the military capacity of the North Vietnamese --- this is the true meaning of the domino theory.

Indeed, what would we do with South Vietnam if we saved it from Ho Chi Minh?!

But we cannot go to the American People with this scenario, and ask them to be willing to die for it. Accordingly, we will maintain the ruse also for that reason. Eventually we will pretend to have lost the war.

150901 1621 SPEECH BY PRESIDENT BILL CLINTON to his cabinet, at an appropriate time:

First of all we are not going to pay any attention at all to the hoax called the Y2K Problem. I have to save the American People from itself, lest it pay in the neck for its characteristic dishonesty, in not being able to move on anything unless it is presented in the guise of a lie they can swallow as patriotic and so forth. You people can deal with these matters as best you know how. I am establshing policy, you guys work out the details, within law if possible, or covert otherwise if not. Some of this will be straight forward, but other not. I will call this my omnibus safety program; you can call it whatever you like so as to get it accomplished, in one piece or in sections separately. But I want this accomplished with all deliberate speed, no diffidence --- use the “He who hesitates is lost” principle. And be clever, in the sense of devious and shrewd, in dealing with possible saboteurs abroad or at home, and this includes leakers: give nothing to the media --- I personally will be the sole source of what the media has a right to know at any time.

I want a Cabinet Post Safety Czar to coordinate any and all matters of safety : This is to report directly to the President and to function as President´s arm under the direct authority of the President. This post is to be articulated into sections, dedicated to matters of safety, a) in the civilian sphere, b) in the military, and c) in the sphere of terrorism and such intentional threats.

In the military, there is to be a permanent commission to cut down as much as possible on what is euphemistically called “Friendly Fire”. This commission will oversee not only acquisition of materielle, to ensure it is least prone to result in FF, but also review tactics similarly. It is well known that accidents tend to happen in a peace-time military; I want this commission to ride herd on any potential menace to the safety of our military to cut down on such threat as well as lack of protection against terrorism. There is too much bureaucratic distraction, operating against our military personnel, requiring them to fill out a welter of forms to achieve various benefits and to conform generally to our bureaucracy-ridden system --- I want that stopped; it is better to waste than to distract.

With regard to the civilian sphere: We must improve various areas of activity as to safety, and most obvious is that of transportation. Our air traffic control equipment is notoriously out of date, and must be brought up to the highest standard immediately. All roads etc must be kept in proper repair, and inspected for bad design --- it is to be remembered, e g, that there are more and more vehicles on our roads, and they are crowded to the point of being menaces to safety. Furthermore, we need special concern about large trucks, which in many situations must have roads dedicated solely to them, to protect average drivers from them. The trains must be dealt with to cut down on crashes at crossings. These are merely some examples of the scope of the Safety Czar, which e g, should also include oversight of construction in all manifestations, and constant review of edifices, with also a view to maintenance.

With regard to terrorism: We must have a pro-active stance. We cannot tolerate anyone advocating terrorism against USA. We must go after such people with any force required. We should try to stay within legal guidelines, and we should try to improve legal guidelines, and get international cooperation, and cooperate with other nations generally against terrorism; but we cannot avoid the use of covert and illegal activity in our necessity to protect ourselves from terrorism. The placing of terrorists in prison invites terrorism to free them.

In the meantime, we must always assume that we are about to be attacked, and measures must be in place to forestall such attempts --- the current lax attitude in our domestic airline system must cease immediately, and without inviting terrorism in a window of opportunity while we are seen to be gearing up. In the meantime, all these afforts must be scrutinized with a view of discovering leakers and anti-american agents in our intelligence services --- the security in services, e g, CIA, FBI, handling classified information is inadequate and shameful, and must immediately be brought up to standard. Also in the area of Intelligence, we must actively improve our capacity to infilrate and know the language and culture of potential adversaries with a view to the long time it may take to establish such services. I emphasize that lack of safety precaution in one area easily menaces another area: it is obvious that the same highjacker who is allowed to succeed in taking over a plane, especially a very large and heavily fueled plane, has at his disposal a formidable weapon, to be used in monstrous ways against the many soft targets, including sky-scrapers, in USA and elsewhere --- we are, under our present irresponsible regime of non-precaution, a menace not only to Americans, but also to anyone anywhere, as well as visitting us. I am well aware that lobbyists etc will oppose these efforts --- screw´m.

In the meantime, there are several improvements needed to our general security setup, which has not had sufficient review over the years --- installations thought at one time to be adequately secured, may today be sitting ducks; improvements should be immediately initiated: we are irresponsible to allow the impression that we have done what is necessary and possible, when we are merely whistling in the dark. Some potential targets may be difficult to convince people to protect, as they are commercial edifices; but prime government and military locales can be protected by fiat, if we take the trouble to do so --- e g, is The Pentagon sufficently protected? Now, then, specifically, the notorious terrorist Bin-Ladden must be destroyed forthwith. Use any means required to do away with him and his organization. Do it.

In the meantime, I want a law that everyone gets fingerprinted and DNA-printed, from cradle to grave; and encourage this internationally --- of course anyone entering USA, same.

As part of these safety prorams, I want a frequent periodical published listing how people have died and/or been seriously injured

recently and over the long term.

Indeed, too bad we´re stuck with Usurper at this juncture (and did the enemy figure we´d be weak because of Usurper?).

Maybe we all need the transition to calm down, while keeping our anxieties up. It is dangerous to cool down too suddenly, lest we panic at a mouse. Remember that since 1946 USA´s paramount consideration in each and every international matter was, the relationship between Moscow and Washington. I suggest that that is still the case. The Russians are very White- racist and naturally relate to The White House. It´s North vs South. Uncle Sam is more insidious than Fu Manchu. Just stay out of the way.

søndag 18. november 2001 04:29 I wish Clinton had confronted (and he may have) London apropos the knighting of Brit General Rose. It was obvious that it was done to make him a guaranteed docile tool of London --- USA should have said that, and that it then expected shady work by London re protecting Bosnians (as indeed happened at Shrebrenitza (sp?)). Clinton should not have sat still for that.
